D.C. Circuit chides EPA after agency fails to follow through on ESA assessment

The United States Court of Appeals for the District of Columbia Circuit chastised the EPA for failing to conduct an Endangered Species Act effects determination for the insecticide cyantraniliprole after the Circuit had ordered the Agency to conduct one in 2017.
